What hair extension would be long enough?

I'm buying clip in extensions and I want them to be 2-3 inches past my shoulders. How long of an extension would I need to buy?What hair extension would be long enough?
The nearest length to that available would be 16';. I think you should go for some 18'; extensions through the bottom and 16'; though the middle to give a nice layered effect. =]
